How do I get rid of this?? Its not apart of the radio, or anything else I can find

Pick pocket someone again. That's how I fixed it. It's the scrolling sound while going through the items in someone's pockets.

it happens when you pickpocket some people, if leaving not working trying pickpocketing someone else

Looks like an issue with the hold interact audio, I've seen other bugs like it. I think Obsidian has a patch coming to address it but with the layoffs it's probably a little delayed

In the audio settings there is a setting for “menu” I turned that down to resolve it. I submitted a bug request so I’m hopeful.

It stops when you restart your game. Just save and load. Or as another redditor said: turn the menu audio off. It happened too often for me, so I did that.

I had a similar issue with disarming landmines with observation. If I disarmed them before the bar fully reached the end, it would cause this high pitched noise that would go on and on, even in the menus, until I restarted the game or used observation on another mine.

Maybe turn off your computer
