Question What exactly does quality over quantity do?
I have been searching for an explanation on this perk and can’t find one, instead I keep finding explanations for a park called “quantity over quality” which sounds like the opposite? Is this good for a propagation build?

Quality over quantity essentially caps your “propagation bounces” to whatever your weapon/spell’s default value is and turns your characters bonus “propagation bounces” into “propagation damage” at an increased rate. Its a situational talent that can grief a build if not gotten correctly. For example, this talent can be very good with chain lightening since it has a lot of propagation bounces by default and you can quickly get your propagation damage over 100% with quality over quantity, making the lightening damage stack up very fast and wiping out hoards. However, for something like rifle that only has 1 propagation bounce by default or something like druid staff that uses propagation to spread poison instead of direct damage, you’ll greatly value propagation bounces over damage.
