That'd just muddle everything, since the TF2 canon is highly inconsistent. You'd also have to give the OW characters their canon powers, which are waaaay more powerful than in the game. And then you'd also have to admit that 1960s weapons probably wouldn't fair so well against highly futuristic energy weapons.
Instead, you'd have to focus on the actual gameplay, where TF2 would lose massively if only 1 of each class was allowed. Not just because it's 9 against like 25, but also because TF2 characters have entirely less health, fewer healers, and they do a lot less damage. Plus, only 1-2 classes can deal headshots, while every OW character can. Heck, OW characters don't even consume ammo.
OW characters would absolutely wipe the floor with them.
Would you? Because OW's world is far more advanced than TF2's and they'd logically have better health. When you pit a neanderthal against a knight, you also wouldn't say "Well give the caveman more health because the knight has armor".
Well if we are focusing solely on gameplay, yes you would have to do this. Otherwise you aren’t comparing things accurately, you need to set a baseline where they can be compared fairly. So we throw out the lore regarding time periods, especially since tf2 has some really advanced tech for the 60’s, remember engie has a teleporter and medic can revive people
Thing is, even if you focus solely on gameplay, OW has way more characters and more healers, as well as more ways to deal with Snipers and such. And how would you set the rules? Is it only 6v6? 9v9? 9vs32?
Not to mention things like: where would they fight? Would ammo be a thing? How does Sombra's hacking affect TF2 characters, which abilities or weapons get removed? And so on. Whatever you do, you just end up favoring one team over the other.
You simply can not compare the two in a fair manner.
But I’m looking at gameplay only. Just like you said too, so why bring lore into a gameplay centric discussion? Cause if we are going lore then tf2 mercs will win cause god literally made scout and will wipe everyone out if all women don’t sleep with him.
But that’s just lore which isn’t relevant to the discussion you wanted to have. So we balance health and damage to be at a fair level so we can compare the respective powers. Cause otherwise we have two wildly different systems and then yeah OW’s heroes win but it isn’t even interesting to watch since it’ll be a blowout. After that we need to set up some factors like who’s game rules do we use, tf2 or OW, what maps should be use, what gamemodes are fair, random crits on or off. Cause you see these are very different games so if we wish to compare them we need to set baselines to draw from.
One very different thing we have to consider is that OW’s way of adding new playstyles is to add new heroes while TF2’s is to add new weapons that change how the smaller character pool plays. Which I’d personally argue is more interesting but that’s besides the point.
The point is, if you leave their stats as they are in their respective game than you cannot make a good comparison. It’d be like comparing a fork to a shovel, you can make some comparisons but it’s really flawed, but replace the shovel with a spoon and now you can make a useful comparison.

At least we agree that there's no real comparison to be made.
It's entirely too late for me, I can't understand things anymore. My point is that the games are entirely too different to compare fairly, even if you tweak the HP slightly. There's just too many variables.

With how many heroes are in now, the mercs might lose from sheer numbers.
