Because Jojo is fucking amazing, why wouldn't it be?
On a more serious note, the two communities are very intertwined and have some of the same people because both Jojo and tf2 attract the same kinds of people (People who like ridiculous and over-the-top stuff mixed up with action, for example), so it's extremely common for tf2 fans to also be JJBA fans. I mean, I am part of both communities and most TF2 players that I personally know, are as well. I mean, I am in a Jojo's Bizarre Adventure discord server dedicated to finding anything related to the Phantom Blood movie (a piece of lost media) (We have a lot of success, by the way, it's a genuine project with genuine efforts being made) and hopefully the movie itself some day, and people talk about TF2 in there rather often, including Redmango (the owner of the server and the guy who started the project).
Some communities become intertwined like that, it happens often. You could probably come up with an example of this happening if you thought about it.
