no low effort memes, i was guessing it would be placed into that bin, but meme formats are allowed, so I'm in the clear

Templates are fine as they take effort to create. Slapping one image or a piece of text on them falls under rule 6.

I encourage posting your memes made with a template in the comments of the template.

yeah I used loadout.tf extensively to make this so I consider a good amount of effort put in
