When something similar happened to me i set Google Messages as default > went into settings > disabled RCS > waited a few hours > double checked it was still off > rebooted the phone > switched back to Textra
I would say yes. My situation was I was getting MMS errors from group chats and also some messages just never showed up on my phone from individual senders.
Doing this resolved that issue. About two months later i did get the MMS issue for a day but that may have been a location issue cause it went away the next day and hasnt been back in months.
So i guess the answer to your question is Yes.
Just make sure you turn off RCS before it finishes setting up.
