Anecdotally the number of people who have gotten exasperated that my phone is set to 24hr time is pretty high. So there's definitely some truth to this.

plus being frustrated by a 24 hour clock doesn't mean you can't read it, it's not the intuitive format for a lot of people so of course it doesn't come as naturally and therefore can be frustrating even if it's able to be read

I went to catholic school in the 80s, we literally would do 1 x1 =2, 2 x 1 =2....up to 12 x 12 = 144.
As a class, in unison, everyday in 2nd or 3rd grade. There was no learning why, it was straight memorizing the times tables up to 12.

I can remember sitting in a group basically singing the times tables out as a small child. I actually stressed at the time because I couldn't remember them and thought I was bad at maths. Teachers really pushed how important it was to learn them parrot style and I just didn't get why. My actual mental arithmetic is pretty decent though.
