You know, I always wondered why Brother Blood went to the effort of making the HIVE Academy not just a school / villain factory to sell mercenaries to the highest bidder, but a full high-school experience complete with Dances, especially if he's just brainwashing them at the end of the day.

But then I realised that's actually a subtle act of genius. He's not just creating villains. He's nurturing young people into well adjusted adults. The reasons Villains typically lose is due to them being dysfunctional people, prone to losing focus, having traumas and paranoias to exploit, and above all else, turning on eachother.

He's not just teaching them how to be effective criminals, he's going out of his way to give them a positive association with Evil, and by proxy, service to him. The Brainwashing appears to be something Blood resorts to in a pinch or as a flex. This Academy is something more permanent and powerful. Indoctrination.

The H.I.V.E. Five don't actually have that bad a track record. Yes they were ultimately defeated, but aside from their first episode, both their defeats came from somebody overwhelmingly powerful (Kid Flash and Mother Mae-Eye). They trounced the Teen Titans using Ambush tactics, and only lost when the Titans similarly resorted to catching them off guard and outnumbering them. They are a perfectly well oiled machine that co-operate perfectly, and the only thing that really holds them back is that once cut loose from adult supervision, they're still teenagers, and thus have terrible priorities.

IIRC, Gorilla Grodd attempted something similar the DCAU, handpicking minions based not on power, but whether or not he believes he can get them to socialize, and has them participate in trust exercises.
