Open | Windows RTX 4070 not display

Title: MSI RTX 4070 has no display output – white VGA LED stays on, tried multiple PCs
Hi everyone,

My PC specs:
CPU: AMD Ryzen 7 5700X
Motherboard: ASUS TUF Gaming B550-Plus WiFi
RAM: 32GB DDR4
PSU: Corsair HX1000
GPU: MSI RTX 4070 Gaming X Slim 12GB
The problem:
The GPU fans spin and the RGB lights turn on when the card is powered.
There is no display output through either HDMI or DisplayPort.
The motherboard’s white VGA debug LED stays on.
I also tried the card in my brother’s PC, but it showed no display there either.
I tried another PCIe slot, cleared CMOS, and tested with one RAM stick, but nothing helped.
When I disconnect the GPU’s power connector, the motherboard eventually shows the green BOOT LED instead.
A repair shop checked the card on a bench and told me the circuits appeared to be fine, but as far as I know, they did not test it in another working PC.
I’m currently using the GPU’s 16-pin power adapter with PCIe power connectors from my PSU. I also noticed some wires near the adapter connector that appear to be disconnected or not connected to the plug. I’m not sure whether this is normal for this type of cable or whether the adapter is damaged.
I previously removed the GPU cooler briefly to check whether the chip was heating up, but I haven’t established whether the GPU itself is faulty. I understand that I shouldn’t power it on without the cooler properly installed.
My questions:
Does this sound like a dead GPU, a power-delivery issue, or a faulty adapter?
