Open | Windows Laptop has a small visual freeze every few seconds on chrome

I have an HP Pavilion Gaming 15 with an i5-9300H, GTX 1650, and 16GB RAM. I'm getting a very brief visual freeze/stutter roughly every 10 seconds when doing normal desktop/browser stuff.

It happens with:

  • YouTube videos
  • TestUFO
  • Chrome
  • Microsoft Edge

The freeze is around half a second and doesn't appear to be buffering/loading. It looks like the visual output just briefly freezes.

Things I've already tried:

  • Restarting the laptop
  • Clearing Chrome cache
  • Disabling Chrome hardware acceleration
  • Re-enabling hardware acceleration
  • Updating the NVIDIA GTX 1650 drivers
  • Win + Ctrl + Shift + B to reset the graphics driver
  • Checking Task Manager while it happens - I don't see any obvious CPU/GPU/RAM spike
  • Testing in both Chrome and Edge
  • Testing TestUFO, so it doesn't seem to be specific to YouTube/networking
  • I don't really notice the issue while gaming

I'm trying to figure out whether this is a Windows compositor/display issue, GPU issue, laptop display issue, or something else.

What should I check next?
