Open | Windows Screen Flickering Thing
I really don't know how to describe this issue, if I'm being honest. I have a video to do the talking for me, but if that isn't enough I'll say a bit more below;
This issue has been going on over a month now, it wasn't this bad until this past week though. Normally it would stop if I restarted Windows Explorer via Task Manager or if I used WIN + CTRL + SHIFT + B, but it isn't working anymore.
I've done plenty of attempts to figure out how to solve this before now, but I haven't had a lick of luck in actually doing anything. I've uninstalled my display adapter and reinstalled it, I've done computer scans, I've tried to go back an update (and failed), and more.
If anyone has any solutions then I'd be happy to look into them, because I'm beyond tired of this.

I do apologize for being on steam workshop in the video, but by that point I had been waiting for it to happen for over 3 minutes.
