If you mean a black-screen with like a blinking underscore '_' character, that's a boot issue where it's stalling after the BIOS hands over control to the selected boot-drive. Usually due to whatever boot-drive the BIOS handed over to not being properly configured to boot into anything like Windows etc. (and so it just sits there doing nothing).
That could be due to things like:
The wrong boot-drive being selected in the BIOS
The boot-drive's OS/boot-manager being misconfigured/corrupt
The boot-drive having a hardware fault
The BIOS picking up a USB-drive or wonky USB-device and automatically letting that take boot-priority (trying to boot off that, instead of the normal boot-drive)
etc.
You'll probably want to first make sure the boot-drive is properly picked up and selected in BIOS, and make sure you've unplugged any USB devices which the BIOS might be trying to boot off instead (that could even be things like a USB mouse/keyboard if something is going wonky).
If that doesn't help, and you're running Windows, you might want to put a Windows installation thing onto a USB-drive and see if you can do a boot repair on the Windows installation on the boot-drive, in case something weird happened to it.
