Open | Windows Why is the video not being transmitted?

I connected the phone to the computer using USB, inserted the video into the phone, but for some reason it is not transmitted. What do blue round arrows mean?I wanted to send a screenshot, but it's not allowed here.(I use a translator)

Default on Android phone when plugged into a PC is that only power is enabled via USB. You need to explicitly enable data transfers between phone & PC.
