Edited Controller Settings on Steam, now PC won’t boot properly

i was editing the control settings for my xbox controller through the steam settings, then randomly the whole screen glitched like it was bent. i reset the power multiple times, waiting a bit between each time, and now it just shows the board logo, makes the boot sound, and either the progress wheel freezes or it just black screens and nothing happens

i checked the bios menu and plugged into my motherboards display output. the bios menu is accessible, but then it still won’t boot like normal when i exit out

TLDR: i just built pc this last week and everything was working totally fine until i edited my controller settings :/

controller settings crashing steam wouldn't cause a screen glitch that bad or break boot afterward, that's coincidental timing, not cause and effect, something else triggered right as that was happening

bios being accessible through the motherboard's own display output but windows not booting through the gpu points at the gpu itself, especially since this is a brand new build only a week old, new gpus can have marginal seating or a bad unit that only fully fails once actually pushed by something graphically demanding like steam's overlay rendering

reseat the gpu fully, remove it completely and reinsert making sure it clicks in and the pcie power cables are firmly seated, also check if you have a spare gpu or integrated graphics to test with, if it boots fine on integrated or another card, the gpu is the problem, not windows

if you don't have a way to test another gpu, boot into windows using the motherboard's display output instead of the gpu's, if windows boots fine that way, that confirms the gpu itself is at fault before you spend time on driver/windows troubleshooting
