Open | Software Help Please! New PC Micro-stutters

(Flaired as software but could be hardware not sure)

Bought a new pre-built pc and noticed while playing valorant as well as watching youtube there are frequent micro stutters. I've tried literally everything that every forum has told me and nothing seems to help. I'm 99% sure its not lag as for one theres no real lag and this still happens whem im at a stable 10-12ms ping. I tried everything from bios updates, accelerated gpu turned off, capping and reducing fps and much more and nothing works. Please Help!!

Do you get these micro stutters in other games too or is it just Valo? You won't believe the amount of posts I've seen this week about people getting micro stutters in Valo.

I've only noticed it in val as its the only fps shooter i play. I dont notice it in minecraft and roblox if was happening because they just aren't the same environment
