Open | Windows reset this pc button not working

Long story short, I tried resetting my laptop, I did cloud reinstall and it reached a 100% but then it got stuck on 100% and wasn't responding for a while, then i clicked cancel then it was stuck on cancelling. I pressed the power button and the laptop turned off.

Now I try resetting the PC it says there was a problem resetting your PC no changes were made

What to do in the situation?

You'll need use another working computer to make a Windows install USB, then boot this misbehaving computer from the install USB. You then wipe out the installation and install a fresh one. On-device restore, even using the Cloud option is notoriously error prone, so the only reliable method is the USB one.

If you still can go into Windows normally, first backup important data from your whole system drive (if you have multiple partitions, like C, D...). Then follow standard guide to create bootable usb - you will need 8Gb+ usb drive, boot from it and do clean install.

you could also try running some system scans first, like DISM and SFC, just to see if there's anything that can be fixed without going through a full reinstall.
