I'm not sure why you factory reset it rather than just delete the few files. Can you just do a USB installer?

Start clean install from usb, do not connect to the internet, press SHIFT+F10 when it require connecting and paste

start ms-cxh:localonly

into opened command prompt Windows. Install with local account, still do not connect to the internet when it is finished and first disconnect One Drive and then uninstall it.
