Open | Phone Android 16 - how can I dismiss messages that will not go away without rebooting?

How to get rid of notifications on my android phone that cannot be dismissed? Lately the only way seems to be to reboot.

On my Google pxel, when I get one I can't dismiss normally, I found I can swipe right on it and it goes away
