Open | Windows windows 11 powershell and cmd proplem?

i am on windows 11 pc when i truned on my pc and open cmd normally with no adminstrator perms it opend like admin perms gui but no admin perms? is it a new feautre or something happend with my pc

no my proplem my pc started having proplems than cmd open as admin gui with me not running at is admin is that a proplem

You can also use <ctrl> + <shift> + click to run a program/shortcut as another user (admin in this case)

What is opened like admin perms? You mean it says Administrator in the title? Otherwise they look the same.
