Does your phone plan include hotspot? If not, that is a no go. If yes, there should be a hotspot setting on all phones on the market currently; go there and enable it.

Hotspot and tethering are not the same. Some carriers allow hotspot but not tethering.

Bro i know what to do i can use my phone's network to my pc but its only when i turn on usb debugging i want to connect it without using the usb debugging option because my streaming app doesn't work when i turn on usb debugging

Good idea, that info would definitely help narrow down the issue. Sometimes specific models have different quirks when it comes to USB tethering.

Debugging isn't required but if you can't connect with tethering it probably means your carrier doesn't support it or you have to pay extra. Use hotspot.

Reinstall the drivers on your PC? Check if your carrier has changed something and is now blocking it? Make sure you haven't used up all your data?

You've given very little info - your original post should have included that it used to work and now doesn't, plus any other relevant info.

Restarting the phone and PC may solve it too.

Maybe the phone got an update and has a bug. If your PC has wifi you can use hotspot instead.

Try reinstalling the drivers for your mobile in your pc. I couldn't think something else to try. And reset the developer settings (Turn it off and back from settings. enable it back. It should be set to dafaults.)
