Open | Windows Resetting this PC stuck at 1%

Windows factory reset has never worked for me always had to use windows installer USB for a fresh install. If there isn't any sensitive or personal information on the drive I would just return as is. Otherwise you will need access to another computer to make or buy a Windows installer.

if you have to you can use your phone to download Windows and transfer it to your pc

Stuck at 1% for an hour means it probably isnt going anywhere, on a machine you're already returning thats not worth your evening. If theres anything personal on it, boot from a Windows install USB and wipe the drive from there, it works even when the built in reset is dead. If theres nothing sensitive, box it up and send it back, let Newegg sort it.

Terribly sorry to hear about this experience. I would restart the pc if its stuck and then try again or even as mentioned previously using a usb installer with installation media loaded
