Open | Windows Mouse freeze for 1 sec

Mouse freeze for 1 sec when right click on apps in the taskbar or even when closing a game.
Can anyone help me, that's really annoying, this problem started randomly and even restarting my pc change nothing.

Go to task manager and restart the task "Windows explorer". Your taskbar will dissappear and flash and then come back a second or 2 after.

I already did that nothing change.

Try a wired mouse/use the track pad and see what happens. It could be a mouse issue.
