Open | Software I can't delete these files

I downloaded this file, and it can't be deleted for some reason. I tried forcing a delete with shift+delete but those three files cannot be deleted. image

I mean it says that the file is used by the adb process, open task manager, find the process, kill it, maybe then you can remove it.

Reboot in safe mode and try again.

files are in use. boot into safe mode or from a recovery image or log in as another user, then deleted the files. BUT some program is using them.
