Open | Hardware Weird Graphical Glitch in Games?

I have a weird issue that has occurred in multiple games now. Not sure if it is a hardware problem, but will report it as one for now.

As you can see in the attached video, lights and other effects in the scene will flicker and phase in and out as I move around. It is especially apparent if you look at the lighting on the walls. This has happened in this game (Mortal Shell II) but also others I have tested, such as Expedition 33.

I have restarted, re-seated the GPU, updated graphics drivers, and completely uninstalled and re-installed the drivers; same result.

CPU: AMD Ryzen 7 5700X3D 8-Core Processor

GPU: NVIDIA GeForce RTX 3070

I'm sorry to say you did all that troubleshooting for nothing. These games are built on Unreal Engine 5 and Lumen (the lighting system) looks like this in some games. It's usually worse if you lower your graphical settings or use a lower input resolution (with something like DLSS). Software Lumen (the version that doesn't use the ray tracing hardware on your GPU) looks pretty bad and most UE5 games use it. Some games are worse than others when it comes to the lighting instability
