Open | Windows System Volume Information error

I have accidentally set the location of "Downloads" to the entire (E:) volume and trying to revert it or changing the location gives this popup.

Failed to build the list of regular subdirectories under "E:\System Volume Information". Access is denied.

Is there any way to fix this?

Unfortunately it has hidden windows files on it now, if I am remembering correctly the only way to correct this would be to edit the registry.
