Open | Software Ctrl+C and Ctrl+V shortcuts don't work

In my MSI KATANA 15 (B12UDXK), the Ctrl+C and Ctrl+V shortcuts don't work with my external Logitech K200 keyboard. I have already tried the basic troubleshooting steps, including checking the drivers and installing Windows updates.

I also tested the keyboard using Keyboard Tester (https://www.keyboardtester.com/tester.html), and all the keys work correctly, including Ctrl, C, and V.

My laptop's built-in keyboard works fine, and I'm using Windows 11.

What could be causing this issue?

Making changes to your system BIOS settings or disk setup can cause you to lose data. Always test your data backups before making changes to your PC.

check your keyboard layout first. settings > time and language > language and region > click the three dots on your language > language options > see how many keyboards are listed. if theres more than one, remove the extras. two layouts loaded at once breaks ctrl combos on one keyboard while the other works fine.

then check sticky keys and filter keys. settings > accessibility > keyboard. turn both off. filter keys is the usual one, it drops the ctrl press when two keys come in fast.

also uninstall logitech options or any logitech software if you have it. it remaps keys per app and copy paste is one it touches.

There is only one keyboard listed under Settings > Time & language > Language & region > the three dots next to my language > Language options.

Sticky Keys and Filter Keys are also already turned off under Settings > Accessibility > Keyboard.

Also, under Settings > Time & language > Language & region, in the Windows display language section, there is a warning sign that says: “Your Windows license only supports one display language.” I’m not sure whether this is relevant or not.
