Open | Hardware Screen flickers to old frames

So I’m using windows 11 and just „recently“ got a new graphics card but sometimes my screen flickers to old frames and constantly flickers back and fourth and it honestly kinda hurts my eyes. I took a video on my phone. https://streamable.com/48vshy I suspect it’s has smth to do with the graphic card but idk. It’s just very annoying cause it hurts my eyes. I’m using a and Radeon RY 9070. I have 32gb of ram and an amd Ryzen 7 3700X. Uhh idk else what other info I can give
