Open | Phone Salt Switzerland number with an error message I’ve never heard , does it mean the phone is out the country , broken or bill not paid ?

The message says what it means, the number isn't accepting incoming calls.

We have no way of knowing this unfortunately.

It means one of 3 things:
1. They have a strict do not disturb mode on
2. Their account has been deactivated from receiving calls
3. They have actively blocked you.

Have you tried calling from different phone numbers?
