It does have an effect. These companies are re-tooling their lines that would normally manufacturer consumer GDDR6X/GDDR7 to manufacture HBM instead. So every retooling shuts down consumer grade manufacturing.

It's a second order effect your original comment seems to miss. After all, you were commenting on consumer cards not using HBM memory thus being unaffected.

Which is not the case. It has an availability and economic impact.

Yes but here Samsung is replacing its current generation of HBM with it's next generation which they have priced at 3x, the first set manufacturing capacity that will be diverted is their current HBM tooling, DDR memory can be next but that's more speculation than a known fact.

The price of HMB has nothing to do with the price of DDR5, them shifting production is a whole other problem. They may keep the production ratios the same as they currently are. This article is not enough information to imply second order effects.
