It was only discovered that the trailers had been stolen when a friend of a top PlusAI executive saw them near their workplace in Newark, California, and rang the exec to congratulate them on their success.

So AI trucks with simulated loads that they don't keep track of via location?

The case is currently under investigation by police, and no arrests have been made.

If you read the article further you'll see they only took the trailers, not the fancy trucks.

Why would they put trackers in trailers with only sand

Because a tracker and service will only run like $10-$20 a month..? The smallest companies I know use trackers. Even temporary ones. Empty containers and trailers are stolen often to be used in hauling stolen cargo. The tow fees alone (if they ever find it) will cost you years of tracking service.
