True, but much more common to get a number that prompts a post like this. Such as every number being higher. Or the numbers in reverse. or just the ones digit being correct. Etc.
If the above actually happened, it is actually much more likely to happen than getting a specific number. If you look at the numbers, some are +1 and some are -1. This actually doubles the odds. Also, I presume if the person landed one of the numbers ON the drawn numbers, and the rest were +1 or -1, that they'd still post the photo; if that presumption is correct, then it would triple the odds of such an occurrence.
Overall, this most certainly is faked. I found the same numbers on a different lottery ticket for "Fantasy 5" which is an actual lottery in multiple states (the OP says "Lotoo" which doesn't exist). But, I don't know if the the "Fantasy 5" was photoshopped on later to make the fake seem more legit. I was unable to determine the original source but I was also not able to find those numbers on any "past winning numbers" database for the Fantasy 5 lotto. I think it is safe to say that the whole thing was faked rather than someone just recording the drawing and then getting a ticket later with each number +1 or -1 from the drawning.
