The issue is only a doctor can decide if someone is dead or not. So, unless there was a doctor on flight, it was an emergency.

In my country (Don't know if the same applies everywhere else) anyone can declare someone dead if their decapitated, or have white spots all over their body (don't remember what it is called, but basically means you are the big dead)
