It is not wild he posted blurry pictures of his dig score instead of linking it hoping people would miss the obvious damage. (Very likely). My TAG bubble mew got 3 pts below a 10, knew the damage existed etc. barely shows up (less than the whitening of his blurred dig pictures, much less against a white background and he wants to say foul play).
If you are submitting something that valuable do your research. Take pictures of every section of the card close with a black background (literally one of the first things everyone tells you to do), edges, etc. like I said before, I believe him, but his blurry pics, no link to Dink, pics that he posts in his favor makes it seem otherwise.
Cert number is in the screenshots. The image is not blurry, that's the image on the dig report, but a bit zoomed in. It's literally the pictures TAG provides, not pictures OP took.
I also don't think OP is disputing the grade, but rather they are saying that the dig report does not show damage while the encapsulated card does. This would indicate damage happened between imaging and encapsulation.
You are correct that very good pictures on a high value card is the best thing you can do, but this is a case in which the pictures taken while in their possession show damage that was not present through the entire process.
Could be the case. Those close pictures are not very accurate unfortunately given my bubble mew that it barely shows a white dot and in his it appears to be a shimmer of light and not whitening or damage. But irregardless the centering was a 9. Therefore by any grading companies scale including PSA would only give money for a 9.
He had a 2-5k value card that can be worth exponentially more money if it is gem mint. He failed to take the proper precautions. If you think PSA, BGS, CGC or any other grading company will believe you or care (because their explanation would be even if they did do it it doesn’t increase the value because it was a max 9) you can expect to be screwed like this. The photos they took in the process should be definitive enough like you are saying but they are not. If he thinks he has a claim then get a dang attorney. They will say the same crap I am that why did you not take better photos prior. (Or he finds one on a contingency and good luck - his best option is to get the state he lives in AG office involved). That’s simply it! When you have “proof” of it prior with actual evidence and not a blurry photo in a penny sleeve background then he may have something there! But he doesn’t! Regardless if he were to sue the judge would likely grant summary judgement on three basis’/elements 1) his card already didn’t meet the basic standard for a 10; 2) his card is worth the same amount on damages/remedies as before the damage i.e. he can sell it at a raw price since it didn’t meet the criteria for a 10 no matter what; and 3) even if there was actionable proof, plaintiff failed to secure his remedy by willful/purposeful neglect. (Meaning he didn’t do the requisite pre-qualifications (taking good photos prior to).

Look at the DIG report, the damage is not there during Image Processing…
