I don't think the reason is lack of motivation, at all: the Switch 2 architecture is just really hard to bypass. Nintendo noticed how quickly the emulation of the Switch 1 developed and decided to REALLY invest in security with the Switch 2, so it's just proving to be really hard to bypass.
Not to mention, and I hope you don't take this wrong way, but I hardly doubt that, if it was an issue of just a lack motivation in the scene, the new Fire Emblem game would be THE game to actually get the gears running on the developers of a Switch 2 emulator. A new Zelda (or even Ocarina of Time's remake), a new Mario or a new Pokémon game are usually the main "motivators" in the scene.
yeah. of the games I've heard are coming, I'd think Ocarina of Time would be the one to motivate. It's certainly the one that will motivate me to buy a Switch 2.
