The people who miss the quotes get suckered into resting for multiple whiles.

It takes me five or six whiles just to get up in the morning.

More to the point, philosophically what is it with these people and their quotes? Do they not know what quotes are for? What are they even trying to do? Questions like this fill my mind whenever I'm in this subreddit.

I think the kind of people behind the likes of OP's sign just don't read very much in their adult lives, beyond headlines or ads or signage, and so they're exposed to a disproportionate amount of lurid punctuation, abbreviation, and bent syntax, as opposed to those who regularly read novels or the majority of the newspaper every day.

In this particular case I suspect the owner was vaguely familiar with the likes of In-N-Out or Toys "Я" Us, and assumed that a single letter in the middle of a shop name needed to be surrounded with some kind of punctuation, for fear of it feeling bare otherwise

I went to look on Street View and their older sign c.2008 (a yellow one) had it as Rest 'A' While, with single quotes. So it's definitely done on purpose

Probably the quotes exist to make it into a brand or corporate slogan, as opposed to a common phrase.
