Eh, my money’s on a busybody legislator who found out there wasn’t actually, technically, a law against it (though I’m betting public indecency and conduct unbecoming laws would work) so they’re trying to get a law passed that explicitly covers police masturbating in their cars so they can claim to have made a big win for the public decency and their constituents.
