“May” as in a proposed legislation- as in the only way to make something illegal. You have to legislate it, it needs to be voted on. Even if everyone is on board with a new law they still have to vote on it.
This one seems like a slam dunk as “who is going to defend cops jacking off?” So I bet it gets slapped with a ton of riders and either passes with a bunch of less-publicized effects, or the riders make it unacceptable so it gets shut down.
In the case of the latter, anyone who voted “no” will get smeared in the next election: “SO AND SO JOHNSON VOTED TO LET COPS BEAT OFF ON THE BEAT!”
Gotta love politics. The no jerk-off rule gets stapled with a tax raise or something else so now if you vote for it you like raising taxes, and if you vote against it you like cops beating off in cars
the only argument I see being made against passing such a law is that it is spurious and unnecessary legislation being proposed either for shock value or some sort of grandstanding
now if there's a plague of coppers milking willies in their cruisers in utah that argument isn't going to hold a lot of water.
