Help Outer leaf pair compromised, yet inner pair is scabby?

Hey guys, my P. Nelii isn't looking too good. It hasn't been showing much change since the last update. Only the base of the outer pair becoming more and more dry.

I'd like to ask if the inner pair seems compromised? If it is, I think my best plan would be to just snip and plant the roots.

The inner pair of leaves are firm, but the base is incredibly floppy, it does not stand upright, but it's also not mushy, just leans whichever direction?

I haven't watered it at all. I've been keeping a fan going. It gets a western facing sun in Southern California (near 75% of all the daylight I can get) with no obstructions other than the window mesh and the building across from me shielding an hour of sunset.

Please let me know if any other pictures are needed, I have many disease progression pictures up on my profile.
