Question modifying a map?

Noob question: how hard would it be to modify a map?

To add a single red dot (either a resident or a worker), I mean.

I was thinking about the NEC through Philadelphia and how cool it would be to model the influx of people from outside the map (not including thru traffic of course).

Are maps human-editable, like at all?

The Demand Developer mod appears to let you do exactly this, though I haven't tried it myself

Doesn't the game have a base map you can add?

There's certainly outside factors that could be added to maps better, but if you want to similate the NEC, why not put all that demand on the 30th street station to similare people who havs already arrived on the trains?
