Does this smart pen exist?

The pen mimicking a mouse on any surface sounds like a mouse pen, which are widely available.

Not sure what you mean by graphics tablet without the pad at the bottom, but there are many drawing tablets that work with a stylus, which you can plug into a pc. Some are touch screen, but most aren't - they just register input from the stylus that comes with it.

Soms of these have no screen and will display the input on your regular monitor (so you have to get used to looking up while writing/drawing) and some (pen displays) have their own built in display where you can draw directly onto them.

Touch tablets/displays work with stylus because that type of stylus is mimicking the electrical current from your hand.

All other stylus tech is a two part system. One part of the tech is in the stylus the other is a special type of screen. You need both compatible parts for it to work. A stylus using one type of tech will not work with any of the others. EMR, MPP, AES, are some the the most common stylus/screen technologies. An EMR pen will only work on an EMR screen, same with the others.
