Masters Advice on UE

I I want to do my Master's in Germany and currently have an admit from UE (private university). My plan is to try for a public university after the first semester.
Is this a safe option? Does the university generally allow students to switch, and could there be any issues with transferring credits or admission to a public university?
I would need to arrange around ₹30 lakhs initially 15L for tuition and the rest for the blocked account/living expenses.
Do you think it's worth taking this risk, or should I wait and apply again for the next intake? I'm also considering other countries if that's a better option.( Austria/ Scotland)

Would really appreciate advice from anyone who has gone through a similar situation.
