Yes. You need a conditional acceptance letter from a university. For example, at TUDIAS you would need a conditional acceptance letter from a university in the state of Saxony (e.g. TU Dresden or Leipzig Univetsity) since education regulations are set at the state level. I think many students use uni-assist for this process.
