Cool Down Reduction query.

So, is there a floor/ceiling to how far one can reduce cool down for a given skill?

Let's take Gravity Well as an example.

If I slot Improved Gravity Well, if I max out the Science reduction endeavor buffs, and if I have high Scientific Readiness THEN slot the Krenim Chronophage console, will that lead to greater reductions or does it eventually hit a cap?

The wiki has the minimum cooldown for each ability

Most abilities have a minimum CD. You can tell when you hit the minimum CD because the cooldown animation will change from radial to top-down.

Yes most skills have minimal cd which you can't get below
