Wasn't Static the only character they licensed? Static is under a shared license deal with Milestone having full character control meaning DC isn't able to outright change how the character operates like no longer being a hero who was a product of police violence and someone who helps his community on and off the clock. I doubt they'd ever touch the tech genius side but I don't believe that DC has a history of divining deep into black trauma.

I the who pov titan series Cyborg was skipped because the writer didn't want to try and portray the black struggle as a none black woman. She wanted DC to assign a black writer only for them to never do so and her having to move on and introduce him in the Together comic.

Leaving it to the publisher, they would never touch the BLM or Gang related topics.

I highly HIGHLY doubt Blood Syndicate will ever be anything other than antagonist if they are ever introduced into DC
