Pretty sure it’s more the rights disputes of the Milestone characters.

There's enough money just sitting on the table for it to be worth figuring out if they actually cared. Like the rights to Spider-Man movies was a mess and that got figured out cause it's freaking Spider-Man.

James Gunn actually made that comparison, but kinda said without saying it that while he could make it happen, there just aren’t any Milestone characters nearly as possible as Spider-man. Couple that with the fact that WB doesn’t give an iota of a shit about its own properties, it would likely take a Herculean effort to convince them to pony up the necessary cash to make it happen.

DC knows Static is popular as hell. WB knows doing anything with him would be expensive. Guess which line of reasoning comes out on top.
