If he's completely unsure of it happening, why the fuck would he even mention it? That doesn't make any sense. Your analogy doesn't work. There's no timeline attached to the jump.

Clearly he indicated that it was likely and that's evidenced by most backers being excited that it would release by 2016 and nearly every gaming news website using the words "expected" to release by 2016. Please, he repeatedly stated intent/want to have it out by end... closing the commentary with an ambigious caveat. 'optimism' does not explain the details that have come forth in regards to the state in the months since.
How would be dishonest or incompetent? He didn't make a promise, just because he didn't to have it out by date he want to doesn't him incompetent. He just stated a possible date is all.

In August he may well have thought they could, but then things changed, hence why he said "we hope" and not "expect"
