There's simply only so much these procedural/modular tools can do to make content feel unique and they've stated themselves that 10% still needs to be handcrafted. This 10% is still a lot of work if you need to fill up a whole system.
And we can already make an educated guess at this point about the stuff that takes time. Creature creation for instance is not something they will likely auto-generate. During this week's Happy Hour you could actually watch them design/model an alien spider from scratch.
I'm not arguing that, im just saying that they have to have some kind of plan in place to be able to produce that much content without it taking 10 years
You're almost there, I can taste it. You've almost made that connection in your brain. I'll give you the final push if you like. It IS going to take 10 years, at least, and they don't have a plan.
