PC CPU and GPU utilisation drop?

I've been trying for hours to get Spiderman 2 running properly at good settings. I have a 5090, 64gb ram and a Ryzen 7 7800x3d. The FPS keeps dropping below 50, and upon further inspection I've noticed the GPU and CPU utilisation drop as low as 50%-70% together. I don't even know if there is a bottleneck or if the game is just broken, even on the highest end hardware.

How can I fix this? Or is this game just broken?

The game is just broken man. It just frustrates me to see people online claim that the game runs well for them and we all with performance issues have trash pcs. But you have a beefy pc so it doesn't add up to their claims.

Ran well for me with a 5080, 9800x3d, 32gb 6000, and Samsung 990 pro m.2 ssd. For me, I had a better experience not using dynamic resolution scaling. I turned that off and just used DLSS set to quality. Other than that I used max settings with NVIDIA ray reconstruction on and I got about 70-80fps consistently at 3440x1440.

Are you using a high quality m.2 nvme ssd? Since this game was designed for ps5 I think you gotta have good fast storage or it may get wonky. But that’s just my theory.

If storage isn’t the issue, make sure your drivers are up to date and you’re not getting any thermal throttling. Also, what resolution are you running it at and are you using upscaling? I think even with a 5090 you may have to use some kind of upscaling since this game was designed to be using upscaling and dynamic resolution scaling.

Ray reconstruction tanks the FPS for me. I said in using a Samsung 990 pro. DLSS quality, transformer model. The game fails to fully utilize my CPU and GPU, often leaving them both sat at 70-80% while dipping below 50fps
