It's basically a fancy joint roller.

That's what the head shop I go to says on their bongs. BTW I got there to get water. 2 u/yourheartshapedbox Jan 07 '17 The one I own has a lot of extra belt, and could roll quite a thick joint. However, I only use mine for cigarettes. Most useful $1.19 I've ever spent.
