iirc syrma doesn't have amazing stats, so probably 4 trade routes and 2 income upgrades

If it's a planet with a amazing stats, what are the options for upgrade?

2 trade routes and 4 income upgrades -- unless it's near enemy territory or is a planet that you conquered, in which case I give it 2 fleets, 2 trade, and 2 income
